TheRepublicofKoreatodayisenjoyingaperiodofprosperitythatisunprecedentedthroughoutourhistory.
RisingfromtheruinsoftheKoreanWar,Koreahasgrowntobecomeoneoftheworld’sleadingeconosmic
powersinlessthan60years.ThesuccessoftherecentG-20andNuclearSecuritySummitshostedbythe
RepublicofKorea(ROK)servedtoelevatetheROK’sstaturewithintheinternationalcommunity.TheROK
ArmedForceshavesupportedsuchgrowthbyguaranteeingthecontinuationosfunequivocalsecurity.
However,challengesthatposethreatstoournationalsecurityarelikelytofurtherincrease.Whiletheissuesof
territorialsovereignty,religion,naturalresources,andethnicityareconstantsourcesofpotentialregional
disputes,nosn-militaryandtransnationalthreatssuchasterrorismandcyber-attacksareeverincreasing.
Additionally,thecurrentglobaleconosmiccrisisiscomplicatingthesecurityenvironmentevenfurther.Although
NortheastAsiaisemergingasthepoliticalandeconosmiccenteroftheworldinthe21
century,tensionsinthe
st
regionareincreasingoverdisparateinterpretationsofhistory,andsovereigntyoverislandsandterritorialwaters.
Despitechroniceconosmiccrisesandfoodshortages,NorthKoreaisrelentlesslypursuingnuclearandmissile
developmentwhilemaintaininganadversarialstrategytowardstheROK.Itishighlylikelythatthesecurity
environmentoftheKoreanPeninsula,NortheastAsia,andtheworldwillrapidlychangeoverthenextfewyears.
Itwillbeanimportantperiodinwhichthewholenationmustcometogethertoforgeastaunchsecurityposture.
OurArmedForcesarestrivingtotransformintoan‘AdvancedEliteMilitary’inosrdertocontinuously
safeguardthesecurityandprosperityoftheROK.InresponsetoNorthKorea’sarmedprovocationsagainstthe
ROKShipCheonan,andYeonpyeongdo(Island),ourArmedForcesarebeingtransformedintoa‘combat
mission-orientedadvancedmilitary’followingacomprehensivereviewofoursecurityposture.Wewilleliminate
the enemy’s will to carry out provocations through a concept of active deterrence, and in the event of
provocation,oursecurityposturewillallowustoconductswift,accurate,andthoroughresponsewithinosur
sovereignrightsofself-defense.Furthermore,wehaveestablishedanewNorthwestIslandsDefenseCommand
toenhanceourmilitaryresponsecapabilitiespertainingtotheNorthwesternIslandsregion.Wehavealso
establishedtheROKCyberspaceCommand,whichhassignificantlystrengthenedourabilitytoconductcountser
cyberwarfare.Wehavealsocontinuedtoreviseanddevelopour‘DefenseReformBasicPlan’torealizeour
visionforamulti-functionalandhighlyefficientformofnationaldefense.Furthermore,inadvanceofthe
transitionosfwartimeoperationalcontrolin2015,wearemakingeveryefforttosecurethekeyassetsthatwould
permitourArmedForcestoleadtheateroperationsontheKoreanPeninsula.
Wehavereinforcedthecorrectperceptionosfourenemyandtheespritdecorpsofourservicemembersby
strengtheningoureducationprograms.Wehaveestablishedanenvironmentofcompletededicationtocombat
andtrainingbyimprovingoureducationsystemfornewrecruits,institutinganosverallevaluationsystemfor
officerandnosn-commissionedofficer(NCO)candidates,andstrengtheningtheintensityoftacticalexercises
